Counsels individuals to provide vocational rehabilitation, educational and recreational (and other activities) services.  Determine suitable job and activities consistent with consumer’s desires, aptitudes and physical, mental, social and emotional abilities. Plans and arranges for applicant to study or train for a job or further education, and social and recreational activities. Monitor, and perform required tasks, including completing reports, and other documentation related to tax credit files.





  1. Perform intake assessments and develop vocational and educational plans for consumers as needed.
  2. Facilitate the implementation of vocational and educational plans for consumers through individual counseling and group dynamics.
  3. Provide vocational and educational resources to consumers from within ICL’s Vocational Services Department and/or from within the general community.
  4. Facilitate work readiness training groups and assist in cognitive remediation groups as needed.
  5. Work to identify and establish job sites and assist in placing individuals in selected job sites.
  6. Work to ensure that consumers learn assigned job skills and sustain employment for prolonged periods.
  7. Attend regularly scheduled meetings and act as liaison in residential staff meetings.
  8. Maintain files on all vocational, educational and related documents in an organized and timely manner.
  9. Organizes and conducts social/recreational/cultural activities- including group/ individual activities.
  10. Develops community contacts and resources to support social/recreational/cultural activities.
  11. Provides individualized skill assessment, instruction, and supervision.
  12. Assists staff in planning activities for clients and in engaging client in activities.
  13. Helps clients locate resources in the community to support social skill development and social/recreational/cultural needs.
  14. Co-lead activity, skill development, and support groups, as appropriate.
  15. Assist with facilitation of cognitive remediation activities as needed.
  16. Promote client self-advocacy and empowerment.
  17. Encourage community integration by assisting clients in finding opportunities of interest to them.
  18. Encourage community integration by supporting clients’ interaction with the non-mental health world.
  19. Promote cultural sensitivity among staff and clients.
  20. Provide crisis management and problem-solving assistance to clients and staff
  21. Ensures the maintenance and submission of timely and accurate clinical and administrative records, including any statistical reports required by regulatory agencies.
  22. Assists in the development and support of client-led activities
  23. Assists in the development of schedules.
  24. Arranges community exploration activities and presentations by role models.
  25. Maintains rent roll, completes monthly, annual, quarterly, and any other reports associated with tax credit matters.
  26. Ensures tax credit files are accurate, updated as needed and adhere to all tax credit regulations and protocols.
  27. Attends meetings and trainings related to tax credit matters, and conducts tax credit audit preparation.
  28. Supervision of staff as designated by program director/designee.
  29. Oversight responsibilities as assigned by program director/designee.
  30. Perform other related duties as assigned.



  1. Knowledge of vocational and educational assessment; ability to learn/and or assist with cognitive remediation as needed, IPS for work, motivational interviewing and other best practices.
  1. Ability to work as a member of a multidisciplinary staff of professionals and paraprofessionals and make decision quickly in a variety of situations.
  1. Ability to manage multiple projects, delegate tasks and check on the completion of assigned tasks.
  1. Ability to manage resources that include money, material, time and people.
  1. Serves as a role model to staff and residents.
  1. Ability to effectively communicate both verbally and in writing.




Master’s degree in a human services or related field, with two years’ experience in vocational rehabilitation and/or mental health field. Computer literacy required.
