Overview

Responsible for the technology strategic direction and tactical functions of information technology (IT) at ICL. Functions as the executive leader and responsible for leading   key initiatives for the organization: examples include: an Electronic Health Record (EHR) system implementation, an ERP system implementation across the enterprise. In addition to overseeing enterprise-wide implementation initiatives, responsible for crafting the IT vision for the organization and leading broader operational initiatives. The CIO is responsible for the development of a service management framework, and the implementation of appropriate policies and procedures with respect to information/data access, and HIPAA security and privacy compliance. In addition, the CIO is responsible for budget development for programs and projects, managing device strategy, initial purchase and upgrades for equipment, vendor management, and the supervision of technology team members. 

Responsibilities

  • Develops the implementation process for the EHR platform, aligning the system capabilities to end user requirements.
  • Implement the selected ERP system across the enterprise, while working closely with the business sponsors and other stakeholders.
  • Assist and/or direct vendor negotiations for Supervise information system and communications network.
  • Develop and implement a customer service platform to serve the organization in every aspect.
  • Design, establish, and maintain a network infrastructure for local and wide area connectivity and remote access.
  • Work closely with outside agencies, provider organizations and Health Information Exchanges (HIE’s) for information sharing and reporting.
  • Mentor and lead a team of application specialists, technology architects, project managers and IT Director/VP’s.
  • Manages the day-to-day operations of the information technology department including directing staff, who support administrative computing, networking, user services, telecommunications and other information technology functions.
  • Assess and anticipate technology projects and recommend appropriate action and resources.
  • Establish and direct the strategic and tactical goals, policies, and procedures for the information technology department.
  • Propose hardware/software solutions to accomplish the company's business objectives.
  • Identify user needs and resolve problems.
  • Performs other duties that may be assigned

Qualifications

  • BSc/BA in computer science, engineering or relevant field; MSc/MA will be preferred
  • At least 12 years of experience in information technology, 7 of which were as a senior manager within information technology; deep understanding of EHR and ERP systems, with at least 5 years of implementation experience
  • Leadership experience in infrastructure support, vendor management, operations management, customer service and IT and data-driven performance improvement.
  • Detailed knowledge of Health IT security management, with HIPAA and HITECH regulations.
  • Experience providing IT services within a behavioral and mental health services organization is a plus.
  • Relevant healthcare industry certifications preferred – CAHIMS/CPHIMS, PMP, etc
  • Background in designing/developing IT systems and planning IT implementation
