  • Overview

    Under the general supervision of the Program Director or designee,  and the guidelines provided by the NYS OMH functions as part of a multi-disciplinary  team with shared caseloads.  Assists participating individuals who have serious and persistent mental illness with co-occurring substance use disorder  in developing and maintaining viable living, working and social situations in the community by obtaining needed medical, social, psychosocial, educational, financial, vocational and other services. Has lead responsibility for integrating dual-recovery treatment with the tasks of other team members.


    1. Conducts symptom assessment and provides supportive services on a schedule established by the program. Helps the consumer/resident modify attitudes and patterns of behavior in regard to the abuse of substances by increasing understanding of self and others.
    2. Interviews residents/consumers, reviews records, makes appropriate entries in residents’ /consumers’ charts, and confers with other professionals to evaluate die condition of die residents/consumers.
    3. Formulates treatment program and rehabilitation of resident/consumer caseload using knowledge of drug and alcohol abuse problems and counseling and treatment techniques.
    4. Counsels residents/consumers individually and in-group sessions to assist the residents/consumers in overcoming alcohol and drug dependency.
    5. Aids the consumer/resident to mobilize inner capabilities and environmental resources to improve social functioning.
    6. Refers the resident/consumer to other support services as needed, such as medical evaluation and treatment, social services, AA/NA, employment services and other appropriate services.
    7. Conducts monitoring of urine testing, collecting urine, tracking urine test results, performing on-site urine tests, and training staff in urine testing.
    8. Conducts monitoring of alcohol testing, tracking alcohol test results, performing on-site alcohol tests, and training staff in alcohol testing.
    9. Monitors condition of the resident/consumer to evaluate the success of the therapy and adapts treatment as needed. Prepares and maintains reports and case histories.
    10. Trains staff or members of multi-disciplinary team on recovery methodology and specific group and class elements.
    11. Performs verbal and non-verbal intervention when necessary.
    12. Develops and maintains working relationship with alcohol and substance abuse detoxification, rehabilitation, and treatment centers.
    13. Explains the types of clinical services, recreational activities, and ICL programs available to consumers/residents; instructs the consumers/residents in daily living skills, socialization skill enhancement, and conflict resolution.
    14. Executes emergency plans as outlined in the policy and procedure manual. Provides Standard First Aid to consumers/residents when required.
    15. Immediately reports incidents, serious incidents, serious incident allegations, or sensitive situations to supervisors. Completes incident reports in accordance with ICL policy. Accounts for consumers/residents and files "missing person" reports on consumers/residents not accounted for in accordance with ICL policy and procedure.
    16. Reviews the staff communication log and makes entries in the staff communication log concerning essential elements of information designated by program management.
    17. Assists in orientation of new personnel when requested.
    18. Complies with attendance rules and demonstrates ability to work on a regular basis. 
    19. Complies with agency infection control policies.
    20. May have on-call responsibilities


    1. May provide monitoring of medications and/or monitored medications and make appropriate medication administration form entries in strict accordance with the medication protocol. May assist consumers/residents who are on a monitored medication regime.
    2. May formulate and conduct programs to promote prevention of alcohol and substance abuse.
    3. May be involved in planning, escorting, and/or arranging social or recreational activities for residents/consumers.
    4. May supervise resident/consumer funds and savings accounts in accordance with ICL policy.
    5. May provide training to other staff or be directly involved in counseling individuals or groups.
    6. May prepare documents for presentation in court and accompany residents/consumers as needed.
    7. May administer urinalysis and breathalyzer tests.
    8. May serve as house manager ensuring that consumers adhere to program structure and rules.
    9. Performs other job-related duties as assigned.




    High School diploma or GED plus minimum of 3 years of experience  in providing direct services to individuals with mental disabilities (i.e., persons properly diagnosed as suffering from mental illness, and/or alcoholism, or substance abuse) including at least 1 year training/experience in integrated mental health and substance abuse assessment and treatment,  motivational interviewing techniques and stage-wise treatment.  CASAC or CASAC-T and acquisition of full CASAC credential within one year of appointment to position.  Valid NYS driver’s license preferred



    CASAC plus at least two years’ experience with integrated mental health and substance use disorder assessment and treatment, motivational interviewing techniques and stage-wise treatment. Knowledge of the principles and practices of harm reduction.
