    JOB SUMMARY:

     

    Under the general supervision of Assistant Controller, this position is responsible for managing and preparing all claims and other aspects of contract documents for ICL and its subsidiaries. The goal is to contribute to keep the accounting and financial processes of the company up to standard and ensure accurate financial reporting and control.

    Responsibilities

    ESSENTIAL TASKS:

    • Supervise the Contract Managers
    • Assist in the preparation of various cost reports as required for agency such as CFR, CBR, and CQR
    • Assist with RFPs
    • Must have a full understanding of budgets and budget terms

    • Must be able to create and submit Budget Modifications
    • Must be able to review and understand contract verbiage
    • Prepare year-end schedules (AR balances, advance reconciliations, etc.)
    • Experience in Behavioral Health is a must
    • Must be very organized, detailed oriented and great with time management and be able to meet stringent deadlines
    • Prepare contract documents to State, City and Federal funding sources
    • Prepare cost reports and drawdowns per contract requirements
    • Review expense reports on monthly basis to ensure accurate cost allocation.
    • Coordinate with program personnel and funding sources to ensure maximum contract reimbursement.
    • Provide assistance to Management as directed.
    • Assist in preparation of annual budgets
    • Interacts with both internal and external auditors by providing the required documentation and ensuring that the proper information is maintained for historical purposes.
    • Supporting most aspects of accounting management
    • Other related job functions as maybe assigned.

    Qualifications

    Qualifications

     

    BSc/BA in Finance, Accounting or relevant field is preferred. Proven experience as a supervisor or other similar position for a minimum of five years, preferably in the social service sector. Solid knowledge of GAAP (Generally Accepted Accounting Principles) and regulations. Must understand government contracts (DOHMH, OMH, DHS, HRA, etc.). Knowledge of accounting and financial processes (budgeting, financial closure, reporting etc.). Understanding of data analysis and forecasting. Working knowledge of MS Office (especially excel) and accounting software (preferably Dynamics). Well-organized with ability to prioritize. Very good communication and interpersonal skills. Attention to detail and problem-solving ability.

     

    ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES:

    • Excellent mathematical and analytical skills.
    • Excellent interpersonal communication, written communication, presentation and organizational skills.
    • Intermediate to Excellent PC skills, including MS Office experience, including Excel (spreadsheets), Word (word processing) & PowerPoint (presentations) and accounting software such as Dynamic and Anasazi.
    • Ability to multitask, consistently meets deadlines, and demonstrates strong time management skills.
    • Ability to exercise good judgment.
    • Ability to work cooperatively with others.
    • Supporting most aspects of accounting management.
    • Assisting in the formulation of internal controls and policies to comply with legislation and established best practices.
    • Assisting in the preparation of financial statements in compliance with official guidelines and requirements.
    • Ability to understand and adhere to all corporate compliance and other regulatory requirements governing the functions of the position.
